Francis Allout was once a biologist of some repute working for Portal Corp on Peregrine Island. His job was to examine organic specimens brought back from alternate dimensions by the various recon groups and individuals venturing through the portals of the island.

During a mission to Praetorian Earth a group of heroes from The Heroics managed to capture a living shadow, a servant of Black Swan, and bring it back to Peregrine Island. The hero Captain Fallout was considering keeping it as a pet, but reluctantly turned it over to the Peregrine Island research teams due to the potential biohazard risks of introducing such a creature to the Primal environment and the creature was confined to a cell.

Francis saw this as a unique opportunity to study the creature and ventured into the cell, scanning equipment in hand. The vicious entity lunged for him, and upon making physical contact both were engulfed in a blinding flash of light. It is unclear what exactly happened, whether it was the effects of the trans-dimensional portal or a mutation brought on from Captain Fallout's own radioactive ability but the living shadow had become and unstable creature of energy - and merged with Allout.

Now a new creature inhabited the cell, gremlin like in appearance and with Allout's well articulated speech patterns riddled with crazed ramblings. The creature seemed to have a genius intellect and yet be utterly insane at the same time, security teams failed contain its break out from the facility perishing a haze of gamma radiation emitted from the twisted entity who identified itself as 'The Fallout Captain'.

The creature next appeared on the shores of Mercy Island. Diminutive in stature and somewhat comical in appearance it was set upon by a group of Skulls - the creature tore them apart. Looting their bodies it made its way further into the island hell bent on a rampage of slaughter. Slowly though this bloodlust gave way to another graving, pizza. Assaulting a vendor, the creature scaled one of the dilapidated buildings of Darwin's Landing and happily indulged in a pepperoni delight and decided it didn't want to do much else and dozed in the afternoon sun.
GeneTech Industries was once a front company of Crey Industries. The company was created under the guise of a pharmaceutical research laboratory in the industrial sector of Independence Port. In reality the research conducted at the laboratory were early development stages of the Revenant Hero program as well as early models of the Crey power armour.

It awoke with a start. This place. Where was it? Why was it here? Who is that man down there in the street? It then lunged down into the street and bit the man's ear off.
The Rikti invasion saw great leaps in the field of science from salvaging alien technologies and GeneTech Industries' research profited greatly from this. While successful in the initial stages of creating clones the scientists were never able to properly replicate the super powers of the beings on whom the clones were based without the subjects either becoming unstable or perishing. Only one subject successfully passed the incubation stage and successfully replicated the powers on whom his DNA was based - the subject labelled as Fallout Captain. However, while the power transfer was a success his body had mutated becoming almost gremlin like in appearance and was mentally unstable leading to him being dubbed as yet another failure. What the science team did not realise this clones mind possessed a seemingly limitless capacity for learning. He escaped the laboratory killing many security in the process and disappeared into the night. Shortly after this Crey Industries shut down the GeneTech front company and brought the Revenant Hero program and power armour research in-house to safeguard against future complications.

This crazed behaviour would continue for some time as individual consciousness of Francis Allout and the Living Shadow intertwined along with elements of Captain Fallout whose radiation abilities and some personality traits also appeared to have been replicated within the creature. As time passed however these conflicting personalities would eventually become a single, albeit very troubling, consciousness. It had the intellect and ambition of Francis, the malice and hate of the living shadow and the super abilities (and pizza cravings) of Captain Fallout.
Crey put together a team to track down the escaped test subject but were unable to trace him. After weeks of searching he was presumed to have perished in the alien world he had escaped into. They couldn't have been more wrong.

Tired of skulking around the Rogue Isles in obscurity, Francis' passion for science and progress began to shape the creatures' intentions. Following a string of robberies the Fallout Captain had begun amassing the wealth to put his admissions into practice, but was haunted by visions of Captain Fallout and The Heroics become paranoid in the extreme. Working through intermediaries, he purchased a warehouse in the industrial region of Oakes and created a front company - GeneTech Industries. Under the guise of this company he began hiring researchers and formed a security detail known as the 'Purge Squad' - though no one truly knew who they were working for and neither did many care as long as the money flowed in.  He had a thirst for power and this would form the basis of GeneTech Industries' research into super beings, exploring the possibilities of where science (guided by Francis' knowledge) and magic (from the origins of the Living Shadow half of his psyche) met.

The abduction of test subjects and super powered beings did not go unnoticed and eventually, and ironically, would lead to The Heroics putting the company out of business. However this was not before the Fallout Captain had managed to complete a piece of equipment that would drastically enhance his abilities.

The culmination of GeneTech Industries' research was a unique utility belt designed to contain and control the magical energies of an artefact held by the Midnight Club. The Fallout Captain successfully infiltrated and stole the Stone of Echoes from the Midnighter Club but was subsequently cut down trying to escape with his prize under an assault of Midnighters who'd rather destroy the stone than let it fall into villainous hands, or so it was thought. The Captain's utility belt allowed him to instantly tap into the stones powers granting him this ability to create copies, or echoes, of himself and it was in fact one of these duplicates that perished that day.

It wasn't long before he resurfaced with an entire horde of copies converging on the banks, warehouses and stores across Paragon City in a crimewave. Though numerous heroes managed to dispatch many of the copies whose powers were far more diminished compared the original villain. Members of The Heroics managed to trail some of the copies retreating with their loot back to a former Nemesis base in the Shadow Shard. It appears the Captain and his copies have overrun the facility hoisting warped banners and digging themselves into a veritable bastion using the equipment and materials stolen during the crime spree. And so the deranged Fallout Empire was born. The small band of heroes fought valiantly carving their way through the chattering army of monsterous replicas in search of the original - but it was impossible to determine which it could be, or if it was even here. The Heroics retreated back to the portal, but destroyed it on their departure with the intention of trapping the Captain, his horde and the Stone of Echoes within this pocket of the Shadow Shard and leave them to contend the Rularuu who inhabitted the Shadow Shard. It seemed to work, a year went by with no sign of his return.

Following the death of the Statesman at the hands of Darrin Wade, Ace Jones of The Heroics joined numerous other heroes in trying to track down the power stealing villain. Having someone like wade in possession of the incarnate powers of Zeus was bad enough, but the fact that he appeared to be in league with the Rularuu had far worse implications.

While he had been left confused by the experience, he was far more knowing of the ways of the world than most. While not normally one to converse with heroes, the threat of being blasted through a nearby wall soon convinced Mars to talk. However it seemed even the diviner was struggling to see this fate, when Ace asked what would happen next he spoke only these words.

What actually drives him to do the things he does is a mystery as his mind if an addled cocktail of instanity, greed, torment and mischief. History
