The Fallout Captain is a nefarious villain operating throughout, though not confined to, both Primal and Praetorian Earth. Initially little more than a nuisance to society he has rapidly progressed to being one of the most dangerous threats to the world, nay, the universe!
Character History
GeneTech Industries
GeneTech Industries was once a front company of Crey Industries. The company was created under the guise of a pharmaceutical research laboratory in the industrial sector of Independence Port. In reality the research conducted at the laboratory were early development stages of the Revenant Hero program specialising in replicating the powers of magical and arcane heroes through science. Franklin Allout was a refined and intelligent, if somewhat callous individual, heading up a team attempting to extract the powers of demons and transfer these powers into cloned bodies. As pressure from Crey mounted Franklin became somewhat desperate in his quest forgetting safeguards and protocol which inevitable lead to an accident. What exactly happened during the accident is unkown, however Franklin's physical appearence became warped and twisted, almost gremlin like, and he began to exhibit an ability to emit pure radiation not unlike the hero Positron. These traits were those of the demon that had been the current experiment subject. It seemed Franklin had finally succeeded in his task to replicate these arcance creatures' powers, but in doing so had destroyed himself.

Personality and Motivation
Well spoken and comical in appearance, this belies his incredible capacity for evil. What actually drives him to do the things he does is a mystery as his mind if an addled cocktail of instanity, greed, torment and mischief. While it would appear world domination seems to be his end goal, he thrives on creating mishief and playing 'games' with heroes.
Powers and Abilities
The Fallout Captain initially possessed the powers of the hero on whom he was originally based during the Revenant Program. Through further experimentation and exposure to mystical and alien energies he has advanced much further.
Radiation Emission
The Fallout Captain's primary power is the ability to generate and manipulate gamma radiation. He can do this in a variety of ways such as projecting dangerous neutron blasts, emitting clouds of toxic particles and even altering organic molecular structures.
Flight
He is able to fly at free will
Self Replication
Arguably his most impressive and dangerous ability, he is able to create copies or 'reflections' of himself through the manipulation of the Stone of Mirrors house in his utility belt. While never as formidable as the original, these reflections make it nigh on impossible to keep track of the true Fallout Captain.
Immortality?
The Fallout Captain has been dealt many a fatal wound or seemingly utterly obliterated in his clashes with The Heroics, however time and again he resurfaces. It is unclear whether he possesses some ability to return from beyond the grave or if these are simply reflections that have met their fate.
