Back story

Caleb Hart is a Malicious man without any form of conscious, guilt, regret, shame or remorse. It is unknown why he is like this due to absence of anything that even implies he exists. In fact everything that you think you know of him, is simply speculation. Longbow Long speculated that he had ties with Arachnos or the Council, possibly even a ranking member of either if not both organization. Longbow has since dropped all suspicion of him due to the Massacre of November 5th 2008, when all Longbow Detectives investigating him were found mangled and torn to shreds inside a Boat found in Founder's Falls. The Truth about Caleb is that he does have Ties with Arachnos and the Council, and he is a Ranking member of these orders, but not them alone. Hart has is hands in the pot of every Villain Group in Paragon and the Rogue Isles and even in quite a few Hero groups, including Vanguard, Rouge Island Police, Paragon City Police, Nemesis, The Family, Hero Corps, and even the Freedom Corps. He manages this with his own Group, the Community. Now despite Caleb's name being known virtually world wide, many people have no idea who he is, and what he does. This helps Caleb immensely. It allows his name to be known by everyone, and yet have an air of mystery so he could easily convince those who otherwise would kill him or just ignore him, to fear him.
