National Guard Order
After the bombing of Pearl Harbor, the National Guard Order (NGO)was established to serve as an umbrella organization for all security matters of the United States homeland.
Currently, all law enforcement agencies can trace their leadership to this agency, even the DoD is monitored by it. The NGO is ultimately responsible the U.S. super soldier program.
The NGO reports directly to the Secretary of Defense and oversees all intelligence gathered by the United States. Typically, NGO Directors do act as advisors it is rare for them to make policy or take direct involvement in lower agencies affairs.
With even greater threat emerging from Paragon City, the newest director and long-term member, Elizabeth Icon, instituted a trial program named Judicial Imperium of the National Guard Order (JINGO). A U.S. Marshall, applying for a position within NGO, was cleared to initiate the trial on a limited basis.
Marshal Walter Laguardia, registered in Paragon City adopting the name Stateside. So fond of crime fighting he was authorized to join the Onami Strike Force as long as their action did not interfere with his duties in JINGO. Upon his death, Director Icon, known as the Mother of Exiles, decided the lack of funding and support led to Matshal Laguardia's untimely demise. She personally and decided to personally lead JINGO herself. Tapping all resources, the NGO was now officially and actively taking part in the defense of the United States.
