General Phi (Freedom)
Relavent History
For some time, the evil Combat Automaton Army had waged war against humanity on a world not unlike our own. Desperate for resources, they built an experimental portal to another dimension, and sent the hapless Colonel Rho through it to see what was what. Rho's one-way trip was a disaster, but even as everything went to Perdition on a paper airplane, the robots working the portal learned enough to make a safer version. Months later, the equally-hapless Colonel Phi was picked to test the new portal.
Phi was dumped on Mercy Island, and immediately began to think of hiself as "Acting General", as he lacked superior officers. He quickly broke into Fort Darwin and improvised something not unlike one of his trademark combat drones, but he needed more time to make a proper force. So, he began doing freelance work for a number of shady characters, which earned him money enough to set up a small workshop and begin production in earnest. During that time, Phi came to realize that his jaunt through the portal was looking to be a one-way trip, and it seemed that no further CAA members were forthcoming, so he dropped the "Acting" part of his title and began to insist on being called "General Phi". General Phi began a mostly-abortive effort recruit others to his blurrily-defined cause, resulting in the tiny group called Phi's Fiends.
It was during that period that General Phi had his first encounter with the Paragon Titans, during a bank robbery which Bitt Player foiled. Initially, Phi was furious to see his fellow officer, Colonel Rho, serving as a lacky to the humans, but he realized that his own decision to go independent wasn't much different from Android Rho's decision. Phi developed a personal hatred for Bitt Player, however.
Current Status
General Phi and his two lackies are currently hanging around Sharkhead Isle, with frequent visits to the rest of the Rogue Isles and Paragon City. Phi's long-term goal is to take over an island of his own, and use it to manufacture an army of robots for nefarious purposes. At least, this is what he and his followers act like their goal is, but in truth, they seem to be enjoying the way things are now too much to rock the boat with any attampts at world domination. Or even island domination.
Personality
Bank heists, illegal accessing of restricted areas, and property destruction are Phi's main hobbies, and he makes semi-frequent trips to Paragon City to engage in all of them. Phi also likes roughing up weaker villains and raiding Arachnos installations. However though he gives his subordinates a hard time, he'll never let them down or turn against them. When not causing mayhem, Phi enjoys building an upgrading his drones, as well as modifying his own systems. Phi even seems to enjoy his vitriolic dislike for Bitt Player, reveling in their mutual antagonism.
Abilities
General Phi's trademark are his drones. These are androids of various shapes and sizes, which utterly lack artificial intelligence. Instead, control of these drones is entirely up to Phi himself, who uses a powerful wireless transmitter to control the drones. The result is similar to a hive-mind, many bodies guided by one mind for one purpose. Phi typically moves with five or six drones, and always has more in reserve in case some are disabled or destroyed. Because they are mindless puppets, Phi treats his drones as entirely expendable resources. In addition, Phi has rapid-learning and processing software that lets him quickly adapt to enemy behavior.
Equipment
Acid mortars, beacons that emit repairing nanites, webbing grenades, and anti-personnel mines are vital parts of General Phi's arsenal. He uses these and other utilities to support his own drones, as well as his allies. Whenever he is encountered, General Phi can be expected to have some new gadget to make life difficult for his enemies, as he seems to enjoy inventing and experimenting with various weapons.
