Overview
Agent Thurgood Freiling - codename Taint Factor - of the Office of Secret Intelligence Hazmat Squad was only a few days away from retirement and living out the rest of his life in the peaceful tranquility of his lakeside cabin in Croatoa. During his last patrol through Paragon City's sewer system, he stumbled across an unjoined Kheldian Warshade named J'khul. J'khul had somehow been ripped from his previous host during a surprise attack by unknown assailants that left its host dead. Adopting the new codename of Outage, Thurgood and J'khul have bonded together to seek answers to what happened in the attack and bring the criminals to justice. A bit of a prankster, J'khul sometimes amuses its self by creating chaos when the opportunity arises. The two do not always see eye to eye and sometimes argue out loud with one another, making most normal citizens a little uneasy around them.
