History

Jennifer Poe was born to Vietnam veteran Edward Poe and his wife, Anh Nguyen, whom Edward brought back to the States after the conclusion of his second and final tour. Jennifer was the only child of the couple, and being both slight in build and naturally very quiet, she didn’t live up to the thundering proud soldier-in-training son she assumed her father wanted.

Jennifer was never much of an athlete, but she was very smart, and turned to studying military history at a young age. Her bookish demeanor and quiet nature made her a wallflower at school, but the sudden flowering of her mutant gift—“biological telekinesis,” or the ability to manipulate the biology of other humans—gave her a leg up. With enough study of anatomy and hormones, Jennifer was able to create desired moods in others. If pretty girls used their looks to get their way, why shouldn’t she use her gifts to do the same?

This judicious use of her gift made Jennifer a more confident woman, though she was still not the soldier she imagined her father wanted. Undaunted, Jennifer enrolled at UVA on a pre-law prep track, then jumped ship to the CIA after a recruitment officer told her it was the best way for someone of her talents to serve her country.

Jennifer completed her training in May of 1993 and was sent to Bogota, Colombia, to help train and lead government death squads in the suppression of FARC and sympathetic people and villages. Jennifer was very, very good at her job—she enjoyed being in charge of soldiers and the simple cost/risk analysis of burning down this village or executing that possible FARC spy. Jennifer never saw herself as an evil woman. She just saw herself as someone doing the dirty work that needed doing to keep America’s interests secure. It wasn’t quite the pure soldiering of her father’s years, but it would do.

It was during this time that Jennifer met and started a relationship with fellow CIA agent Robert Carville, who worked the same drug detail in Ciudad Juarez, Mexico. When it became clear to Jennifer that Robert, now her fiancé, was taking bribes from the Cali cartel, she dispatched him personally.

Jennifer’s fall to darkness was complete when, in 2002, she was transferred to the Guantanamo Bay facility as the on-site interrogator. Her unique ability to force someone to feel extreme pain (or hunger, or heat, or cold) without actually harming them made her an invaluable resource, and she stayed in Cuba until 2004, when she transferred to the Paragon office to assist Crimson, Indigo, and Felicity Bane with the Myrmidon Agency’s efforts against the Malta Group.

Jennifer saw her chance to do good work on her own terms, and jumped ship to the MA as part of their new crop of recruits in early 2005. Still very much a creature of Colombia and Guantanamo, Jennifer used deception to rise to the top of the MA pile, which culminated with a failed assassination attempt on Felicity. Crippled by guilt and urged by hero Parvati Ranjan, Jennifer confessed what she’d done to the MA in April 2005 and was kicked out after sustaining injuries from an angry Cacophany.

Jennifer cast about for several months for something to do with her second chance. An idea presented itself when Lord Recluse’s Arachnos troops raided the Ziggurat Penitentiary in late 2005, and Jennifer turned her eyes eastward.

Jennifer moved to the Rogue Isles and adopted the persona of “Charlie,” which she has used ever since. She has spent the last four years building an extensive spy network throughout the Isles and recruiting like-minded soldiers to her cause, so that she might someday destabilize—and, maybe, ultimately overthrow—Lord Recluse and Arachnos.

In her first run against a larger force, Charlie and her allies attacked the Sky Raiders’ Sharkhead Isle base, arrested Colonel Duray, and subsequently killed or compromised the immediate successors to Duray’s command. Shattered, a few stray companies of Sky Raiders were more than willing to come work for Charlie. She has since conducted further raids on Arachnos facilities, stealing intelligence and sealing loose alliances of convenience with various factions, including the Marcones, the Lost, the Snakes, the Freakshow, and the Goldbrickers.

Charlie proved herself a further problem to Arachnos by using WSPDR's Amanda Vines to publicly out "Dr. Aeon" as Dr. Egon, forcing Arachnos to make a show of arresting Egon and further tarnishing their image in the world's eyes.

After a daring raid in Warburg, Charlie launched a VENOM satellite into geosynchronous orbit over the Rogue Isles and, on February 14, 2008, dropped a deactivated nuclear warhead onto Mercy Square as a direct (and very public) challenge to Lord Recluse’s iron grip. Charlie had gone public, styling herself as a counterculture figure like Che Guevera with the intention to incite others to take up arms against Recluse.

Charlie was largely successful in sowing chaos and undermining the social order of the Isles until the one-two punch of the Rikti invasion and zombie uprising in 2008 destroyed large segments of Charlie’s spy network. She has now gone to ground on Striga Isle, and is again rebuilding her forces and intelligence network—this time under the guise of “Echo Company,” a mercenary group with a special knack for jobs against Arachnos.

Current Status

Charlie’s forces are using the “Echo Company” cover to steal information from rival groups’ intelligence networks, and to shave off new recruits and technology where they can find them. Her goal is to grow her forces again, with a diverse talent and technological pool to undermine Arachnos’s many efforts around the world. Her “counterculture figure” reputation has largely been left to a small PR firm on Charlie’s payroll.

Currently, Charlie is attempting to turn someone within the Arbiter’s ranks. Her belief is that Arachnos’s real stability comes from them, and not from Lord Recluse or his council.

Personality

Charlie is quiet, well-spoken, thoroughly educated in war and viciously clever. Her demeanor, once unassuming, has grown in confidence with each success, and she is now fully flowering into a potent paramilitary leader operating on the same world stage as Arachnos, the Council, Malta, and others.

Charlie is also absolutely convinced of the rightness of what she is doing. This conviction is allowing her to slip back into her “ends justify the means” philosophy that saw her nearly killed at the hands of the MA. Though she had some glimmer of redemption before she left for the Isles, she is now all but lost. She will sacrifice anyone and anything to see Arachnos fall.
