Background
Raptus Regaliter was a top cyberneticist working for Crey Industries. He was a leader in the development of Crey’s advanced battlesuit technology, consulted on the Revenant Hero Project, and was the in-house expert on Crey’s studies regarding Freakshow cybernetics.
Regaliter developed a fetish for green-skinned women, which led him to a brothel in Paragon City known as the House of Emerald Strumpets, which specialized in green-skinned female escorts. Regaliter developed a special interest in a prostitute named Roselyn. Unbeknownst to Regaliter at the time, the House was actually a front for a superhero team, and Roselyn was actually the superheroine Rosa Quartz. Regaliter inadvertently shared many Crey secrets with Rosa during the course of their relationship, which Rosa then subsequently used against Crey Industries.
This arrangement came to a crashing halt in 2005. Crey investigators suspected that Regaliter was the source of leaks that led to high-profile raids by the House of Emerald Strumpets on Crey facilities. Regaliter received word that his life was in danger from friends within the upper echelons of the Crey corporate structure, and was able to go underground with a prototype power suit that he had been developing and much of his own robotic and cybernetic research.
Regaliter eventually resurfaced in the Rogue Islands, and joined a fledgling anarchist terrorist organization called the ZEBRA Death Squad (ZDS). In exchange for money and material, Regaliter has developed advanced combat armor and weapons for the group. He also has recruited other scientists and technicians to the organization, and has climbed into the position of second-in-command of the group, behind only Agent Arbez.
It is unknown how much Regaliter actually believes in the public goals of the ZDS, or if he is simply using the organization as a front for his own sinister ambitions.
Personality
Raptus Regaliter is a known as a chauvinist, who makes no effort to hide his disdain for women. To Regaliter, women exist only to serve the pleasures of men. This led to a huge blind spot regarding the girls of the House of Emerald Strumpets, with whom Regaliter was a regular customer. Despite his misogynistic tendencies, Regaliter is highly intelligent and organized, and is considered a pioneer in modern cybernetic research. He also has developed a keen strategic mind, which has helped position the ZEBRA Death Squad as a player in Rogue Island factional politics.
Current Status
After being quite active in the Rogue Islands for several years after his arrival, helping establish the ZEBRA Death Squad and establishing helpful connections several large factions such as Arachnos, Vanguard, and even his old employers Crey Industries, Regaliter has been relatively quiet. He can occasionally be seen recruiting some of the homeless dregs of Mercy Island for the ranks of the ZDS Troopers, or perusing the prostitutes of St. Martial. Rumors circulate though of a Regaliter-led black-bag cybernetic project, but efforts by media to discover more about the ZEBRA Death Squad and its activities have been unsuccessful.
