The Captain's utility belt allowed him to instantly tap into the stones powers granting him this ability to create copies, or echoes, of himself and it was in fact one of these duplicates that perished that day. | ||

The Fallout Captain is a nefarious villain operating throughout, though not confined to, both Primal and Praetorian Earth. Initially little more than a nuisance to society he has rapidly progressed to being one of the most dangerous threats to the world, nay, the universe!

Birth of a Monster
Francis Allout was once a biologist of some repute working for Portal Corp on Peregrine Island. His job was to examine organic specimens brought back from alternate dimensions by the various recon groups and individuals venturing through the portals of the island. During a mission to Praetorian Earth a group of heroes from The Heroics managed to capture a living shadow, a servant of Black Swan, and bring it back to Peregrine Island. The hero Captain Fallout was considering keeping it as a pet, but reluctantly turned it over to the Peregrine Island research teams due to the potential biohazard risks of introducing such a creature to the Primal environment and the creature was confined to a cell. Francis saw this as a unique opportunity to study the creature and ventured into the cell, scanning equipment in hand.
