Overview
With all of the battles between heroes and villains in the sewers of Paragon City, it is inevitable that some of those pipes are going to need repairs after being burned, bashed, shot up, or just plain destroyed. It may not be the most glorious job in the world, but Paragon City Public Utilities Bureau takes great pride in their reputation for responding quickly and keeping everything in the sewers running smoothly. During one repair call, Utilities worker Amy Powers found some crystalline debris in a pipe she was repairing. She removed the debris, placed it in her pocket, and intended to dispose of it when she got back to the surface. And then the Circle of Thorns came to collect. The crystal fragments reacted to the presence of magic and embedded themselves in Amy's right thigh. She found herself with heightened strength and agility, and had managed to defeat her attackers before the OSI agents called to the scene had even arrived.
