Miss Dominatrix is the name used by an individual currently operating in the Rogue Isles as a terrorist. A spoilt brat with the ability to control the will of others she enjoys nothing more than forcing her own debased pleasures onto others.

Personality
Tall blonde and green-eyed Dominique St Claire is the daughter of one of the wealthiest industrialists and minor politicians in the city. Obsessed with getting everything she wants and brought up getting exactly that Miss Dominatrix was never taught the lesson that pulling legs off insects for your own amusement is wrong. Now that she's grown up she's escalated her violent tendancies to the point where she sees the entire city and the people in it as her personal toys and she enjoys nothing more than breaking her toys.

Mind Control
Since hitting puberty Miss Dominatrix has developed the ability to claw her way inside other peoples' heads and dig out their dirtiest and most perverted fantasies. After acquiring her psychic amplification hood, built under her father's orders at her request, she enhanced this ability to the point where she could force people to enact her desires as well. During battle she uses this skill to confuse, terrify, immobilise and generally cause havok in those who stand against her, in her private life... she's not even that gentle.
Psionic Assault
Not only does her hood give her tremendous psychic powers but also psionic ones as well. Able to project her willpower into people's minds she can weaken their resolve, making it far more difficult for opponents to stand against her for long. Not that standing's what she has in mind for those who come within her grasp.
Domination
To say Miss Dominatrix enjoys seeing others in pain is a major understatement. As those around her squirm in pain, their bodies and minds forced to experience her touch no matter where she may choose to place it brings her such pleasure that she has been known to achieve orgasm during battle, and once her sexual powers are unleashed she becomes all the more deadly.
'Toys'
Miss Dominatrix always carries with her various toys which she uses to torture her prey. These include a selection of throwing knives, used both as ranged weapons and to carefully slice an incapacitated foes; Web grenades, for capturing and binding those who resist her willpower; Smoke bombs, to blind and disorientate foes, making them more likely to succumb to her mental attacks, and finally a good old-fashioned Magnum revolver, which was a present from Daddy for a twelfth birthday, and was used to maim another human for the first time five minutes later. Lately she has also acquired a set of Tarot cards but so far hasn't mastered throwing them to cause damage to her foes, not that she hasn't tried.

Dominique loves to stand back and watch as her powers throw people around telekinetically, drive them to madness or cause them to breakdown under the psychic strain of facing her. Having said that she also enjoys causing a little direct pain at times as well, but usually from a distance.
Strengths
With a strong array of cheap disruptive powers Miss Dominatrix can take on multiple opponents at once, incapacitating them before taking her time to slowly grind them down with her psionic assaults. Her abilities have hit accuracy and few enemies can block the mental attacks.
Weaknesses
Miss Dominatrix lacks many hard hitting powers and it usually takes a long time for her to dispose of enemies. Larger groups can take advantage of this, breaking free of her control before she has a chance to finish them all off. Weak in defence, if faced with an opponent she can't subdue Miss Dominatrix is likely to take a lot of damage fast. Her mental powers are limited against creatures without minds, like machines and robots.
Character History
Born the only child of a rich father's one-night stand with a powerful socialite Dominique St Claire was for the early part of her life a dirty secret kept hidden from the public eye. Brought up in isolation and showered with gifts her every wish was fulfilled by her father, and soon she came to believe that the entire world was her personal playtoy to be used as she wished.
When she was twelve Dominique was finally allowed out into the world and her first contact was not easy. escorted by a team of skilled bodyguards the spoilt little brat stormed her way through St. Martial, demanding entry into every club and casino she saw. When her entourage interceded against uncooperative bouncers the situation soon escalated to an all-out riot.
Psychic Problem Child
In the midst of the panic, with chaos erupting all around her, Dominique's latent psychic ability sparked for the first time. Finding herself able to read the flow of emotions from the rioting crowd the young girl gently nudge the combatants into even greater acts of brutality. The power she felt as the mass of innocents danced to her wishes had the teenager squealing with glee.
On her return home she demanded her father send her scientists and mystics who could help her master this ability she'd discovered and the very next day an army of specialists, the best money could buy, arrived to help train her in the use of her gift. Quickly growing impatient with card games and fortune telling the young girl demanded a faster method to unlocking her power be found.
Toys and Toys
While the mystics tried to explain that such control could only be achieved with a great amount of patient training and development the scientists turned to technology to craft a device which would amplify the teen's ability. Soon they managed to craft such a device and on her fourteenth birthday Dominique was presented with a silver tiara, the centerpiece of which was a powerful psychic amplifier calibrated specifically to her own neural energies.
In celebration she gathered together the mystics and using her new toy forced them to perform carnal acts for her own amusement. Broken and defiled the mystics fled the child's party, their clothes ruined and stained from her depraved desires. Her father, fearing what his child may do next with the powerful device tried to take it from her, but soon relented as she thanked him for the wonderful present he'd given her.
Bigger, Better, Badder!
For the next few years the young girl practiced with her amplifier every day, using it to subvert the wills of anyone who stood against her until she finally reached the pinnacle of her power. Unwilling to stop there, and with her hormones at full burn the young woman demanded a new, more powerful model of the amplifier be built. Unwilling to stand against his daughter's will for fear of losing her love for him her father made available a team of his most proficient scientists who worked around the clock to make her toy better.
On her twentieth birthday Dominique was presented with the upgraded model. Seeing the need to connect in a way which would allow Dominique to best transmit her brainwaves the scientists had fashioned the device into a black hood which would almost completely encased her head. She loved it, not just for the new power it brought her but also for the way the tight material felt.
Immediately she ordered a complete outfit to be fashioned to match the hood and the following year she was presented with a tight fitting costume which hugged her young curves in all the right places. Feeling enpowered in her new guise Dominique headed to Paragon City to celebrate her birthday.
Life On The Town
As soon as she arrived Dominique began exercising her new powers, bending innocent people to her will as she hunted the city for an appropriate venue for her debauched party. Finally arriving at the mayoral mansion she ordered her mob to smash their way inside. Hunting the building they beat down all the security guards and flunkies they could find before Dominique arrived to dominate them too. Discovering the mayor's twin daughters, both aged about the same as Dominique herself, cowering in their suite Dominique ordered them stripped as she prepared herself for the party.
The police arrived shortly after, securing the perimeter before sending in assault teams to drive out the mob. At first all this achieved was to provide more minions for Dominique, armed ones at that, but soon she left herself vulnerable and a sniper shot smashed through a window to score a headshot. Dominique wasn't injured, thanks to the toughened material used in the construction of her outfit, but her amplifier was damaged by the bullet.
Suddenly finding herself powerless and surrounded by a mass of people humilated and angered by the depraved acts they'd been forced to commit under her control Dominique was quickly handed over to the police, after receiving a quick thrashing from her erstwhile minions. Immediately recognising the danger the superpowered young woman faced she was shipped off to the Zig to await trail for her actions.

Although her outfit may appear flimsy at first glance, the material is actually a specially developed form of PVC which is bulletproof and armoured against energy based attacks. Her gloves house multiple throwing knives while her boots hide her revolver and grenades. The infamous black hood contains her psychic amplifier which, when coupled with her innate abilities, can sap the willpower of any who face her.
