Affiliations

Mister Twist is a former PPD detective and despite being a fugitive from the United States he apparently maintains some contacts with supporters of his among Paragon City's police officers. Twist may also have some allies within the FBSA and other law-enforcement agencies in the United States as well. Twist has no direct affiliations with the Family, but his extensive knowledge of the syndicate's operations leads him into direct conflict with the organized criminal outfit on a weekly basis in the Rogue Isles. Due to his determination to continue his vendetta against the Family in the Rogue Isles, Twist also has a few allies within the Rogue Isles Police who ensure he receives whatever information he needs about local Family operations.

Backstory

Detective Brian Eckert was once a rising star in Paragon City who built a powerful career as a law-enforcement darling determined to break apart the Family. Eckert's reputation for being untouchable to corruption was legendary, and he survived many assassination attempts as he built what would have been the largest racketeering case against the syndicate. Had Eckert not been betrayed by moles within the FBSA and the PPD the Family may not have been able to stay in Paragon City much longer.

Eckert was kidnapped by Family enforcers and beaten nearly to death. To finish Eckert off, the thugs planned on using an acid bath to dissolve him alive and flush him down an industrial drain, but Eckert found the strength to turn against his tormentors. Although Eckert killed the thugs and escaped, he suffered horrible burn wounds across his face and body. Eckert was found by paramedics and he was rushed to Chiron Medical Center, where his life was saved.

Although the city was outraged by this attack upon Eckert, he know he would not be safe within the hospital. The men and women who betrayed him were still at large, and the Family could easily slip an assassin into the hospital to finish him. Eckert quietly slipped away from his hospital bed and vanished into the night, remaining in seclusion for several months as a missing persons investigation was launched to try and find him.

Months later a police officer was gunned down in his home, killed by a single bullet. At the scene was evidence that the officer was taking bribes from the Family. Then another officer was murdered in the same fashion, complete with damning evidence that he was responsible for murdering several witnesses against the Family. The next day an FBSA agent tied to the Eckert investigation was murdered, and two days later a city official was shot in the back of the head in her home, execution style, both of whom were also revealed to have been corrupted by the Family. A video camera of the gunman showed an impeccably dressed man wearing a wide brimmed hat, with what looked like a twisted and deformed face mask. The media began calling this murderer Mister Twist, and reports about the killing spree against Paragon City's police and city officials made international news.

Mister Twist was apprehended as he attempted to strike at his next target, one of the city's judges who was on the Family payroll. The judge resigned and quietly turned himself in for protection, allowing invesitgators to set up a sting operation and arrest Mister Twist before he could murder the judge. When Twist was revealed to be none other than Brian Eckert, the public reaction to his vigilante actions were met with a mixture of contempt and praise.

Eckert was sentenced to life in prison for his crimes, but there was enough public support for his actions to keep the media on the story. During an Arachnos raid on the Ziggursky Prison where Eckert was sentenced, the vigilante known as Mister Twist escaped into the night once more, and despite the massive manhunt for him throughout the city there was an equally large rally of supporters who started promoting a cause to keep Twist on the run.

Mister Twist did not remain in Paragon City and instead found refuge in the Rogue Isles. Twist is a fugitive from the United States and is on the FBSA's Most Wanted list for murdering an FBSA agent, even if that agent was a mole for the Family. Agents of Longbow and Wyvern have a profile on Twist and are under orders to use whatever means necessary to apprehend him. The Family is also actively searching for Twist, but the burned vigilante is not without allies of his own. Twist has a quiet army of supporters within the PPD and FBSA, as well as a few officers in the Rogue Isles Police. The vigilante always seems to be able to come across whatever information he needs in pursuit of his criminal targets, and the Family is constantly losing valuable soldiers to Twist. A criminal organization known as the Commission is also working with Twist to undermine Family operations throughout the Rogue Isles, and Twist's knowledge of Family operations makes him a valuable member of that organization. Mister Twist is by all means a criminal, but his victims are criminals themselves and he has far more followers and supporters than he realizes.

Powers

Mister Twist is not a superhuman being and possesses no special abilities. As a former police detective Twist has extensive knowledge in criminal investigative sciences and forensics. Twist is also a trained marksman and has access to a variety of conventional weaponry and equipment. Although he lacks superhuman abilities Twist can overcome most superhumans through the use of his wits, cunning, quick thinking, and intelligence. Twist learns quickly and never makes the same mistake twice, and he is patient enough to prepare a proper ambush on a victim rather than moving in hastily.
