Seneca Thompson is a hero who is a level 30 Water Blast/Electric Manipulation Blaster on Paragon Chat, played by @Tahquitz.
Overview
A young girl who can emit water and electricity from her bare hands. As little as a glass, or as much as a fire hydrant… as little as a 9V discharge, or as much as a Transmission Line’s worth of voltage. Seneca also has the ability to swim underwater with modified gills under her chinline and some resistance to electrical energy.
Full Biography
Seneca Thompson was made in a lab during Project Orion. Initially a Water Blaster, she was tested and found to be unusable for espionage work. As a way to save time instead of making another clone, Gregg Krupp, the Project Manager, pushed for an augment surgery to give her Electrical Powers through a secondary mutation. While able to handle a considerable load of electrical energy, her primary ability is as a Water blaster.

Abilities
Seneca is a mutant, as her jawline conceals two gill structures with a direct connection to her blood stream allowing her to breathe underwater. While underwater for an extended period of time, her skin dermal layer has similar properties to dolphin skin, preventing absorption of water through her dermal layer. Her hands contain glands that aid in both hydrogenesis as well as hydrologic shunting across her shoulders to use an existing source of water with one hand and direct it with the second. Her skin throughout her body also contains capacitative dendrites that hold, charge and discharge electricity.
Her most powerful attacks involve a combination of water and electricity. Tilting the scales to more electricity and less water, she can create steam or fog at will. In the opposite direction, her blasts are electrically charged, stunning enemies that are contacted with water. If the stream is significant for both water and electricity, the water serves as a conduit to shock an enemy, but this sustained out-charge can only be maintained for so long.
Her psychic abilities are weak at best. Only telepathy is present with Seneca, allowing her to talk to others without speaking, but she is limited to people in close vicinity. Due to her electrical and water nature, she is particularly vulnerable to cold. She cannot freeze or chill any water under her control. Aside from the gills, Seneca is a normal girl with average swimming ability.
