Background
Dr. Kevin Mercer had been working on creating a new alloy to use in some of his more recent mechanical experiments. Unfortunately, the process of creating it required a good deal of heat, precision timing and some volatile metals. Just as he was adding one of the last chemicals—
The heat of that explosion was immense, and Kevin instinctively put his right arm up to block his face... the searing heat and molten metals began destroying his arm immediately. Fortunately, Kevin didn't experience it for very long, as he passed out within a few moments.
It wasn't until a day or so later that Kevin awoke in a hospital bed, having been brought in when his lab assistant rushed to him after hearing the explosion. He soon discovered that his right arm had been amputated due to the severe tissue damage from chemical burns. After getting over the initial shock of his lost limb (which took a good while), Kevin had a lot of rehab, and training to use his new prosthetic to keep his mind off of things.
When Kevin finally left the hospital and had fully healed and mastered the use of his new, though inferior, arm, he decided to use his significant technological know-how to regain his lost limb... and hopefully improve upon it!
Eventually, after many failed experiments (though none were as catastrophic as the one that put him in the hospital in the first place) Kevin succeeded in inventing a device that could control nanobots that could arrange themselves in nearly any shape commanded, and once there, create energy constructs. Once injected into his body, Kevin would be able to create items out of pure energy with which he has tactile contact.
With practice, he was not only able to re-construct his left arm, but axes, energy shields, armor, and other accouterments as well. Having stumbled upon a malleable super power, Kevin decided to act as a heroic beacon for Paragon City, among many others.
He crafted a "costume" of sorts from a combination of energy-armor and real armor and went to work fighting crime when not in his lab crafting upgrades to his Light-Frame Constructor device.
He was now: Fulgent!

My second homage to Green Lantern. This time, purple and not yellow. I just loved Electric Armor when I played it briefly, and realized that I didn't have an Axe character anymore. So, Fulgent appeared. Another thing I realized that if I play a Tanker, it must be one in which some risk of death is involved... it just gets too boring for me otherwise. Which I suppose is why I kinda hated playing my Invuln/SS Tank.
