Okay, I've pulled some strings – don't ask, let's keep this on a need-to-know basis – and confirmed that Operative Pleech defected to the Council. Chances are he took Sayuri with him, whatever cruel things they may have had in mind. You know what to do: Bring him to me, and save Sayuri. Or look for info about her, at least. |
Track down Operative Pleech

Pleech now commands an insignificant post on Striga Isle. They gave him just the right post so Arachnos agents can't reach him, but he can't do any real damage, either, if he'd turn out to be a mole. Of course, the place should not be out of reach for a superpowered Hero. |
Capture Pleech

That traitor must be taken care of. He knows the ropes about Arachnos, after all. And now about the Council, too. |
Entering the Council's stronghold is not that easy, of course. But at least it's not a whole country they rule.

Archon Pleech's statement | |
"I'd been told that your friend was a double agent. She'd let herself be captured on purpose, so intel could be exchanged without arising suspicion. But then Longbow came and retrieved her. I escaped, but had to fear my superiors would think I betrayed them. So I had no choice but make an exit …" |
Top Guardian told you to bring Pleech directly to her, so you do that.

Looks like Pleech was a dead end, but at least we got him. I already took care of him.
That thing about Sayuri being a double agent is interesting, too, of course. It could actually be that secret mission Freedom Corps talked about – she's a vampire, so the prejudices give her credibility –, if not for those meddling Longbow guys. Longbow is a part of Freedom Corps, after all. She can't have disappeared if they "rescued" her. It looks like there's a big pile of corruption in front of us. Well, I suppose they could've been other Villains in stolen Longbow uniforms, too. Or … Arachnos simply recaptured her immediately. And then there's the possibility that Sayuri did join them. I'm not suggesting she's evil, of course. She's been a Hero for years. Still, there are ignorant people who go: "You're a vampire! You suck human blood! You're evil!" Must be frustrating. But whatever she's doing, I'm sure she has good reasons for it. |
